The NY Post is "not on the table" here, John. :>) Of course, it was. Seriously, They would have been creamed for putting up fake numbers. No excuse for that big a failure rate. The problem is, to repeat, none of us knows (a) whether the numbers are real, (b) what the context in the report is, (c) what the questions/measures were for the tests, (d) whether thost tests/measures were appropriate for special ed kids, and so on. Serious questions. None of which are raised in the article.
