Actually students have improved on precisely this score over the past twenty years. Better writers and better able to write to an argument.

There's a huge emphasis on learning writing skills (both how to express an argument and how to structure one) in both high schools and higher education.

What, you think they are taught to write as Freshmen? My father used to complain that they reach Senior year or even grad school without having been asked to write a term paper.
