No you have it wrong.

The government provides services for which the people pay taxes.

That is the system. Republicans think there is all this fat to cut because "everyone is getting a handout" however every time taxes are cut deficits go up. There is no where near the fat Republicans think there is.

Bush is the biggest government spender in history and the biggest deficit spender. He has been draining our treasury into the hands of big corporate contributors and the very wealthy. He could give a damn about average people and their problems except maybe once every four years.

There are no real hand-outs anymore unless you're physically handicapped. Hand-outs went out of existence many years ago. Ask any homeless person who needs help. There is none except through some private charities. Bush's tax cuts to the rich have cost charities 1 billion per year.
