I agree. We have done about all that we can to improve things. Now we have an obligation to keep security and stability in place as much as possible until a functioning government can pick up the task.

"Checks and Balances are the key.
Rather than prison you have triangulation.
No person can attack without the other two ganging up.

The two did not stand up to Saddam. When called upon you backed down ... crying peace, peace. Now when new tyrant wannabees come a calling, you are doing it again.

It only works when you are willing to stand up when called. Bluffs never work with bullies. They love to see you crying peace, peace, though.
