I think Luger wants to reward terrorism by negotiating with terrorists. I can't think of a worse signal to send. These people and understand only one thing and thats extreme violence. When the Barbary Pirates started seizing US Warships in very early 1800s, Jefferson refused to negotiate for the release of their hostages. Instead Jefferson sent a fleet into Tripoli to wipe out the terrorists. We should still be following that policy today. If you pay kidnappers ransom then that will make kidnapping a growth industry. Would you negotiate with Geoffrey Dahlmer or Charles Manson? Of course not!
