Actually, the Israelis say that it was Defensive Shield in Spring 2002, that rolled up Hamas on the West Bank, though they've certainly kept up the pressure since. They will keep it up in Gaza in an effort to prevent a repeat of the Lebanon withdrawal, which made the Palestinians believe that this so-called intifada would work.

Steven, JohnM, et al, have constantly said that killing these leaders would just lead to more violence and new leaders. Not as easy as they thought.
