There are really only two approaches to treating crime on the scale found in the middle east. There is a long an laborious process of giving the neighbor incentives to clean itself up , and there is isolation. The country equivalent of a ghetto.

At this time I think the effective approach would be both. You need to separate the Palestinins and Israelis, but in such a way that the they are not dependant on each other.
Absolutely no contact, military, police, or wage labor for a generation or so.
Let the blue helmets enforce the separation. That means no more cheap Palestinian labor in Israel, but it also means that Israel has to stay out and let them build factories, jobs, and a way of life of their own. Israel also has to stay off their coast line and not disrupt their airports. Only then will they feel the incentive to clean up the neighborhood.
