Three federated states makes sense to me too. Obviously, there would have to be revenue-sharing with the Sunnis. One hopes this would not be too difficult to achieve, since it's not in the interest of the Kurds and Shiites to have an impoverished and restive Sunni state in their midst.

Perfect. Clearly the federation should be called "the United States of Iraq". Oh and the federal govt in Baghdad gets to make all the laws on gay marriage, fuel economy and abortion, of course.

Seriously, I think one of the problems would be a certain probability that Turkey might accidentally march a few divisions of their army into Kurdinia to head off possible secession of their own Kurds.
