Exactly, with the exclusion of 16%, I don't see how people can call it a "democracy"? And even China with the "dictiorship" <g> has no such a group.

And Cultural thing is the MOST difficult thing to change without a radical revolution, not that I mean there should be any.

There's a group in Japan called "Burakamin" - not as obviously distinct, but they pick up the garbage, work with leather tanning, etc.

Somewhat similar discrimination.
