The ten million jobs is a promise (a prediction of the results that will ensue if the policies he proposes are enacted).

The prediction/promise could be wrong in exact magnitude ('partially wrong', if, for example, only 8 million jobs resulted rather then 10 million), in which case it would be fair to fault his predictive ability....

If, for example, all of the policies that he proposes to achieve this result are, in fact, enacted in a timely manner --- and millions of new jobs ARE NOT CREATED in our economy, then I would have no problem calling his promise/prediction a 'lie'.

But, as you implied, the only way to see would be to enact his policies.

On the other-hand, what Bush did was say 'this is my position': "medical marijuana decisions should be left up to the States, not the federal government" and "Gay marriage is an issue for the States to decide"... then as soon as he was elected, he totally reversed those positions, and moved to override State legislation in both areas by preempting their efforts with federal actions.

That sounds like two pretty clear-cut lies to me.
