One thing that makes me think that Bush does think he is doing what is in the best interest of the country is that he knows that the strategy may cost him the election. His popularity is decreasing, and yet he continues with the strategy. Believe it or not, I believe that the next president will continue with the strategy we currently have, regardless of party. They may not want to, but when they look at it pragmatically, they will see the necessity....pure speculation on my part.
