Or perhaps it's been impossible to reconcile the domestic priorities, particularly since people have strong and opposing views on many issues. In the circumstances, it is often easier to create diversions or focus attention elsewhere.

In a similar discussion, previously, I was referred to this paper on constitutional development by Polybius, in ancient Rome, which I felt had excellent insights, particularly the fact that no system is static and the best system is one where power is diffused.

What seems to be happening in the US is that power is being concentrated and the "people" are increasingly being excluded. This is part of the process which Polybius mentions.
