And an easy job too. Much easier arresting a few crack-heads than having to face death trying to apprehend armed robbers. And, of course, if the cops are spending their time rounding up pot smokers there won't be enough officers for more serious work. Rounding up smokers is also a good reason from a financial point-of-view because it means a motivation for increased budgets and therefore pay rises for those on "top".

It is said there are more murders in Johannesburg than any other city on earth. Rapes and hijacks, too. Not mentioning armed robbery and housebreaking. So you can know that the "law enforcement" likes to do its "enforcement" on smokers rather than killers. And if anyone complains about the crime statistics they are told there are not enough officers. And, those there are always doing "paper work" when not rounding up smokers.

BTW, cigaret smoking is also a crime in all public places in SA so the "law enforcement officers" can really be kept busy "enforcing the law".
