How can Kerry, a Democrat, "pair" with McCain, a Republican, in the forthcoming presidential election?

In fact, how can CBS even contemplate such a combination -- and without the approval of those involved?

In numerous other attempts by the legislative branch to assign its powers (=responsibility) to the executive branch, the USSC has ruled the law doing so unconstitutional.

Yet this one has stood for 30 years and the Court refuses to even consider it.
