I think that stands to reason in our world of "dog eats dog". In fact, China is pretty cheeky at the moment. (Remember the spy plane that it wouldn't return). But the US is not looking for protection against military rivals. That's all a smoke-screen to lend credibility to the phony "war against terrorism" which is another description of the home-grown, neocon, PNAC agenda.

Surely you mean a "message to China"?

Yes, that's from the old days when China was really communist and Taiwan was anti-communist. Today, I wonder whether the US would honor that agreement particularly when there isn't much for it to gain either way. As you said, "Money talks, BS walks!"
