No, Arnold was elected on sheer charisma and good timing, not any ideas. Arnold was elected despite some of his ideas and the party he's affiliated with. To prove that, Kerry now has a 15% lead over Bush in California. So party and ideas were something Arnold trumped with fame and personality.
