No. The "Commander in Chief" is a civilian and is not the highest rank in the military. It does not count as military service.

Yes, we know Bush sat in shock under stress (we have the videotape) and Kerry reacted decisively and with valor. Any other questions?

Junior's commander said junior couldn't be graded for the time in question because he has not been observed at this base. Now there is some distinguished service.

Yep we sure do and if everyone knew about it junior would lose another 5 points to Kerry. Junior sat there reading to the students even after the second plane hit. When someone finally told him to get off his ass there was an emergency he got into his plane and headed the opposite direction from the trouble. When he finally made a statement his voice was so full of fear the media had to electronically enhance it to hide that. When he appeared on TV a few days later he was so scared he almost cried on National TV.
