As far as I know everyone got a tax break. The thing about the tax break that was misleading was junior's campaign to convince voters that it wasn't slanted to favor the more affluent in our society. It was aimed at the rich and the rich received the most benefits from it. Junior used tax breaks as part of his campaign way before the slump which hit right after junior took office. After he saw that the economy could use an infusion of cash he started telling people that that was the reason he was proposing tax breaks. This was a good coverup of the real reason. The real reason for the tax breaks was to repay some of his wealthy supporters and firm up his base. The tax breaks would have done many times more for the economy if the lower income people had gotten a fair shake. Junior said the lowest income people got a 100% tax break and the higher income people only got a small tax break. This was not an outright lie but it was very misleading. To me it was the same as lying. Very few people realize this.
