They are designed and maintained to ensure a certain ethnic balance in Israel, actually.

They weren't created to help balance anything, but to help the Arabs destroy the Jews. That's why the Arabs (except for Jordan) made sure that the refugees had to stay in the "camps" (long since permanent cities) by not letting them move or get work papers. Egypt ruled Gaza for twenty years; the Gazans were never permitted to work in Egypt, and remained stateless. Why not, the UN was paying for them?
