You can use the free progam RegCleaner to remove programs, if you don't want to reinstall or do whatever else is required to restore the Windows functionality. Just be sure to do it by clicking on the Uninstall button, not the Remove Selected button.

I'm a little confused here. IE has nothing to do with the boot screen. I'm assuming you're talking about the Dell or Compaq or whatever symbol comes up during the boot sequence. You can set any picture as your desktop via display properties.

Try this for the Add/Remove applet problem.
