It was the action of a person who took the recommendations of all experts at that time that warehousing people was bad for them. But it took time to adapt to the functional realities of freeing the mentally ill.

It was found that many would not take the medicines required and would not show up for the counseling and support that was being provided. There was no system or legal means to track or force participation.

The result was some were were helped and others were harmed. But the action was taken because the experts all recommended it was the most compassionate as well as moral solution.

They didn't have any use for the CA mental hospitals anymore, since all the Liberals were sleeping on park benches, courtesy of the ACLU.
