Well obviously it wasn't the State Dept because Powell isn't going to issue an order like that. So it was Andy Card. In other words, Bush or Cheney. Sometimes I think Cheney really controls Card, not Bush. And Cheney uses Card to control what Bush knows and thinks. Bush and CHeney both have long-standing business relationships with the saudis and Bin laudens. Just use your common sense. it doesn't take a genius to figure this one out. Prince Bandar called Card and said "this is what we want". Card called Clarke and said "Let the Saudis go". End of story.
