Well, "hushing up" seems odd to me. I'll stick with what I think. I don't see why anybody would do hushing up. Especially if they were out to catch him.

So, he was met by police. If he'd committed some crime, why wasn't he arrested? Isn't soliciting sex with a female under the age of consent some sort of crime?

Failing to prosecute for some reason is different from hushing-up. Maybe they just didn't have a case. That's not a matter of hushing-up.
