Programs like that one usually piggyback in on some piece of freeware or shareware. Have you installed anything like that recently? WeatherCast was mentioned as a source of your toolbar install on one of the sites I checked. It's not a virus, just adware.

Are you using the free version of AVG?
A while back I had AVG find something on my computer but it did not get rid of it. I had to do a search and manually delete the file(s). I suspect they do this to encourage you to pay for the upgrade to the full version.
