The whole construct is supposed to be win-win-win amongst the locals and their government, the settlers, and the land where they came from.

... my guess is that the Chinese government would not much care how these places are ruled or flagged. The mainland benefited much from Taiwan over the past 20 years, and will benefit some more.

... cap gain tax is not a consideration at all.

The issue is simple: by what way do we wish to lose money :0)
