Evidently senators have to be physically present for votes.
Staff work at a distance is nice but voting is perhaps
the key function of a senator.

That's where Kerry has fallen down.
I doubt that votes on actual measures (versus
routine procedural matters) come up
unexpectedly. They are scheduled.

I daresay that he could have made himself available
to vote if he wanted to. He certainly had the
personal resources to do so.

Why do you think he didn't?

btw, do you remember that Bob Dole quit the Senate
during his run precisely so that his constituents
would not be cheated by his absence?
