I completely agree with the second portion of his statement. It is a morally indefensible reason for doing it. I feel very strongly about sex harassment in the workplace. While I recognize that the Lewinsky affair was consensual, when you have a disparity of power in the workplace, the line between consensual and coercive can easily be blurred. I'm not saying that's what happened in this particular case, but the whole notion of "doing something because (you) can" is grounded in having the superior power, and can lead to abuse when the subordinate's financial well-being is on the line.
