Ie. the sheriff says he wants to arrest all criminals including thieves and robbers. Doesn't mean he's going to give rapists and killers a free walk.

I do believe that is a direct quote from Public Law 107-243. In any event, the language clearly applies to regimes like Saddams who harbored terrorists, financed them, etc....
