Clinton created 23 million jobs in the lingua of politics. Presidents get judged by how the economy does DURING their terms, whatever the varying reasons are.

Presidents like Carter and Bush Sr. got short ends of the stick because their predesesssors left them with huge deficits and too many huge bills to pay. Clinton inherited a deficit too but turned it around. Bush inherited a surplus and devastated it. Bush will leave us with the greatest deficits in history by far. He could have BOUGHT 23 million jobs with the money he's squandered, but he doesn't care, except maybe during an election year.
