I wonder which he was - international terrorist, or organization- one man organization? :-) Granted, he subsidized Palestinian terrorists (and Iranian- which isn't brought up much now...) but that really shouldn't matter to the US. What should be important to the US is terror aimed at the US- and there were better targets if we were rationally fighting that sort of thing. But the key probably is that the whole thing wasn't rational. I really can't think of another excuse for what went on with our invasion, at this point- unless you go the conspiracy theory route, and I don't like to go there. Doesn't mean it isn't true, but like those pesky WMD's- unlikely.
