Coalition governments are the rule in Belgium, Italy, the Netherlands,... It spells instability since the dissensions of the Parliament/House are directly reverberated into the executive... As far as the French are concerned, it conjures up their worst nightmares --the Quatrième République (Fourth Republic) as the French political system was known before 1958... In that kind of system, political parties --and their bosses-- reign supreme while the head of the government is sort of a Kofi Annan, that is, a mere spokesperson constantly at the mercy of his government "partners".... Perhaps some day, the US Presidential system will turn into a Europe-like coalition executive but I'm afraid it will be interpreted as the weakening of the US empire...
