It's been the norm for important pieces of legislation to get buried as a small part of what might otherwise be a good bill. Many of the Congresspeople who voted to pass this bill did not read it. They didn't have to read it to know that opposing "The Patriot Act" risks political death in all but the most liberal districts.

I wonder if government would work better if we took away all their paper and gave them stone tablets, like Moses had. All government at all levels shares the amazing ability to generate mountains of worthless paper. Now if they had to use stone tablets, only the really important stuff would get written down. Documents could be easily read. Everything would be as concise as possible. Legalese would go extinct. Judges, lawyers, and librarians would all develop superb upper body strength...
