A volunteer army is best. This minute, we don't exactly have a 100% volunteer Army because many soldiers coming off contract have been forced to remain in service against their will.

The draft bill is HR 163; it's lurking in committee right now.

There won't be a draft before the elections. If Dumbya comes back to power, you bet there will be one in 2005.
