Even the head of the panel said he had to revise his opinion about 9/11 given new evidence coming in about a lieutenant colonel of Saddam's Fedayeen in Kuala Lumpur.

Also, you apparently didn't notice the difference between saying "operational cooperation in the 9/11 attack", which the panel did not find, and OTHER operational ties and associations, which the panel DID find. Read the staff report.
