speaking for myself and the people that were with me on the 45th floor of the GM buidling watching the towers burn from our window that day... i can say that the reactions ranged the gamut. I had one friend with EMT training who immediately ran down there to help out, some panicked, and just about everyone else watched in dumbfounded disbelief.

while i can't say that Bush's immediate reaction to the news was impressive in any way, I is definitely petty to make it out to be a sign of serious character flaw.

I have read an article or two (perhaps in The Atlantic, I forget) which pretty much leads me to believe that Cheney was indeed in charge. If memory serves, they put into action some old Cold War disaster scenario planning that I doubt Bush was even aware of. Incidentally, in such a situation, I'd much prefer Cheney to be in charge. I don't see what the big deal is. Experience matters, particularly, when time is of the essence and lives are on the line.

Actually you snipped my reasons for claiming his behavior inexcusable.

America was under attack. Bush is the Commander in Chief. Every second counted. Yet he sat for 7 minutes reading to children while his country was under attack?

I don't like Giuliani but i thought he was superb on 9-11. I also thought Bush did well after the first couple days, like at the WTC site with the bullhorn for example.

Still i think Bush was pathetic on 9-11.
