I think Clinton would have insisted on cancelling the photo-op and being in the most connected place he could be with a phone on each ear trying to find out what's going on, what's being done, is FEMA mobilized, etc. He would have acted like a President. He probably would have realized after a minute or two that it was a terrorist attack, and been on the military's ass to get up there. He would have know it was AQ!
