Just to elaborate on what Rick said:

This material is available to anyone who cares to look for it. However, it is embargoed, which in traditional terms means the press should not report on any information they find there until the embargo is lifted.

So where does that leave us on a message board? We're not traditional press, but it seems appropriate, as Rick puts it, to respect the embargo and not repost the material until the embargo is lifted.

A second issue relates to potentially trading on information embargoed in this way. This is a little less clear, and perhaps depends on the specifics of any agreement you may "sign" in order to access the material. But arguably because anyone can access the material it should be regarded as public, and so can be traded on absent a specific prohibition on doing so.
