DARPA Project XG is demonstrating spacial reuse of frequency in the order of 11x to 23x better than human frequency planners. The goal is 10x improvement in use of spectrum overall. They employ a sensor radio to determine the noise floor, and use cyclo-stationary algorithms to determone what can be heard 20 dB below signals. The XG radios can then operate to fill up to 20 dB below signal.

Not euphemism, I proposed that 21st century radios must revert to known safe behavior if they are not updated with coexistence information every xx months.

The XG radios will be securely updated with current policy rules for the country of operation, and will only transmit in lawful manner. Such policy updates have a time limit, and when it expires, the XG radios will not transmit in bands or manners which are not known to be lawful.
e.g. 2.45 GHz ISM is pretty much the same around the world, as is lower 5 GHz, so XG could use US Part 15.40x, or Japan 49.20, or CEPT 301 893 as appropriate if no updates for 5 GHz radar DFS was received.

So, like cellphones, even though you purchase one and own it, there is no presumption that it will operate after your subscription is terminated in lawful manner (you cease to pay subscription and or usage bills, or some government entity removes your license to operate it).
