His next step if he suceeds would be state assymbly (state version of congress). He is younger than me, and has less money. And I don't have ANY WHERE NEAR a million dollars laying around. But it still takes upwards of a million to run on the national level. And its pretty obvious why the wealthy from the right don't complain about this issue.
