It does not specify that, although there was periodic military action taken. But that is beside the point. Clearly, the situation was evolving in the direction where direct military action had to be considered as a option. Given the pronouncements of Sandy Berger and Madeleine Albright, I have not doubt that contingency war plans were already being drawn up during the Clinton Administration.

Uni does not mean 30 plus. Seems like you might be confused on the meaning.

The coallition did act pre-emptively though. Thought it to be a bad idea to wait until after an attack.
