Someone is thinking too hard and overanalyzing things. For one, that is exactly what bush and company has done, perhaps unwittingly, probably carelessly...that is nearly left nato in tatters over iraq. Can anyone imagine that Europe is anything but scared crapless after the recent flexing of muscles on the part of bush and his administration...and can anyone imagine that this display of military unilateralism will result in anything but a buttressing of military indipendence and power on the part of Europeans?

Secondly, the Kosovo conflict was a spreading mess, which after Slovenia, Croatia and Bosnia, was slowly engulfing Albania, Macedonia, and eventually northern ethnic Greece. The forces at play were "old" Europe vs Russia, historical blood brothers of Serbians, the dominant ethnicity of Tito's Yugoslavia, but also the oppressed of WW2 at the hands of Croats, then Germany's allies. What took a long time for Nato to intervene were fears of Russian reaction. By the time Kosovo flared, Europe had watched Croatia and Bosnia slaughters from the sidelines. Even the russians had realized by then that the serbs were over-reaching. Remember the russian charade at the Pristina airport after the invasion? That was required theatrics at home.
