Hi Stan. Let's look at the verse.

1 Thess. 4:13 Now we do not want you to be ignorant, brethren, concerning those who are reposing, lest you may sorrow according as the rest, also, who have no expectation.

The first resurrection is the thrust of Paul's revelation here. Believers are to be resurrected at that time (or were resurrected at that time if you believe as Brian, James and Emile) to take part in the 1000 year reign of Christ. In other words, at the second coming of Christ, believers who had died were to be resurrected first (as in: the dead in Christ shall rise first), before the believers who were alive. Non believers had no part in that resurrection.

Non believers will be resurrected after the resurrected saints have lived and reigned with Christ during the millennial reign. The resurrection of the unbelievers will be to stand before the Great White Throne Judgment.

They had/have no hope to be resurrected with the saints(known as "the former resurrection in Rev 20:5&6). That is what Paul is saying in verse 13.

And when they are resurrected (the unbelievers) they will be cast into the lake of fire which is the second death. They will be vivified when death is abolished. See 1 Cor. 15:26.
