I don't see how excusing himself because he had to attend to other matters would have panicked the class. Why would he have had to order the shootdown in front of the children?

"I'm sorry children, but I'm going to have to leave to attend to other matters, it was a pleasure meeting you all"

Then get back in the presidential limo, which has full communications gear, and take care of business.

As it is, Cheney had to order the shootdown, which he had no authority to do.

I would have expected that he would have stood up and said the President has just been called away to an important meeting and must leave.... I have enjoyed spending time with you, blah blah blah..... Instead he sat there like a stupid lump and looked totally incompetent..... You, like millions of others, must have been embarrassed and outraged by his ineptitude.....
