Clinton announced a policy of regime change. He did not implement such a change. It was Bush who took us to war, not Clinton.

We've had a policy of "regieme change" in Iraq since the first Gulf War. Bush I thought Saddam's own citizens would do it. Clinton just formalized it. It took Bush to decide to force the issue, so he could be a "War Prsident" and top Poppy, using hyped-up bogus info.
