A solid argument for preemptive action.

As the world gets more crowded more terrorists are being born or created.
Notice the huge expense involved in eliminating anthrax spores from a building- $130 mm. And the building cannot be used in the interim.
To avoid have to wear gas masks and protective garments most of the day- and not everyone would despite the risk which means they can becomes carriers despite imploring Allah to protect them.

We will have to eliminate the producers and users of these weapons before they invade our shores. Even if they started the epidemic in Europe, it would jump the shores via travelers.

This is a serious threat and the would properly fall under the oversight of the UN or the NUN. Is there a way
the UN can get a consensus, take a firm stand, and authorize action on a timely basis against any terrorists in any nation that intend to produce biological weapons ?

Until that day arrives- which appears remote, each nation must defend itself with whatever plan might succeed.

It is most unfortunate that we cannot know terrorists plans- and with the numerous threats being made will once again have to suffer the next attack before taking action.
