Why can't they vote? Short of a nuclear attack I don't see why alternate polling places can't be set up, or send them to another polling place that hasn't been attacked.

Many of them will choose not to vote out of fear ... that's their decision, I'll vote come hell or high water. If they decide not to vote out of fear, they have no room to complain about it later.
