When did we "go directly after him"? We did shut down a newspaper for inciting violence, but I don't recall the US trying to arrest him - which I think would be a job for Iraqi police.

Well, you were arguing he gained power from his rebellion. Suppose he'd held onto all the territory his Mahdi army controlled early on, never called off the rebellion, and continued to reject the Iraqi government. Then I think you could correctly say he gained power from the rebellion.
