The PDB states that the threat against Washington was made in 1998. How could Bush, the governor of Texas, CAP Washington in 1998 (through 2001)? The PDB mentions hijacking a plane to gain release of a jailed terrorist. Would your plan have shot down a commercial airliner if you thought it was hijacked to obtain the freedom of a prisoner? The PBD also mentions that only Federal buildings in NY are targets. Would you have shut down all Federal buildings in NY for over a month, waiting for an attack? Of course, the WTC would have remained open since it's not a Federal building. Fact is, there was nothing actionable in the PDB that wasn't already being done. It's simple logic, my friend.
