With all the seemingly superior knowledge of the Constitution being flashed around here, it seems to me that there ought to be some basic understanding that Congress declared war here, based on data not dissimilar to that which was presented to them during prior administrations.

There have been numerous occasions in the past where Presidents have unilaterally started military actions which were wars, for all intents and purposes.

This just happens not to be one of them.
