The Romans managed to assimilate some of their neighbors on a cultural level- but they couldn't do that in England, for example. I think the Roman way of colonizing was more of a mixture of all three of your forms- with less of the Viking...but still, elements of that.

(It all really depended on the emperor- you got more roman colonization with the good emperors, and more viking with the bad ones.)
